The regular meeting of the Town Board of the Town of Ballston was held Tuesday evening, September 4, 2007 at the Town Hall on Charlton Road. Members present were Supervisor Raymond Callanan, Councilmen James Briaddy, Harold Townley, Robert Boice and Councilwoman Mary Beth Hynes. Also present was Town Clerk Muriel Swatling. Absent was Town Attorney Carlton Pott.
Supervisor Callanan called the meeting to order at 7:30 p.m. and the Pledge of Allegiance was recited.
A motion was made by Mary Beth Hynes and seconded by Harold Townley that the minutes for the July special meeting, public hearings, and August regular meeting be approved. Roll Call: Ayes – all; Noes – none. Carried.
The Town Clerk reported that she received a call from Janet Paquin. She said that the Reita Street Park in Carpenters Acres had been named after her mother, Reita Carpenter. She went on to say that her mother is still alive at the age of 101 years and living in Florida. Mrs. Paquin said her mother is thrilled and very honored that the park is named after her and wanted to thank the Town.
Larry Rogers of the Library Board reported that Anna Jane Abaray is retiring and they are in the process of looking for a replacement. There are two candidates on the Civil Service list that are interested. The 2008 budget for the Library is being prepared at this time. There is a less than 2% increase for the Town of Ballston.
Highway/Water Superintendent Joseph Whalen, Building Inspector Thomas Johnson, Dog Control Officer John Christopher, Deputy Dog Control Officer Thomas Shambo, Supervisor Raymond Callanan and Town Clerk Muriel Swatling have submitted reports for the month of August, and they are on file in the Town Clerk’s office.
Supervisor Callanan reported that the drawings for Westside Drive from C. T. Male will be here on Friday and the end of the road will then be paved.
Supervisor Callanan presented his financial report for August.
A motion was made by Harold Townley and seconded by Robert Boice that the Supervisor’s report be approved. Roll Call: Ayes – all; Noes – none. Carried.
Tim Szczepaniak thanked the Town for participating in the Household Hazardous Day. He said he was a volunteer, and it was great to see how smoothly everything ran.
Arnold Palmer asked about the School Tax bill and if the Town had reassessed his property. It was replied that the Town had not done a reassessment and the State figures what the full market value is. Mr. Palmer also asked about the subdivision for the Lazare farm which is before the Planning Board. He said the plan shows that the pond is dry; the pond is not dry. How come the public can’t have input from the beginning of a project instead of waiting until it is ready for approval? The water is running in and there are no sewers to take the water out. The Town isn’t helping with the school taxes by approving new subdivisions which bring more students into the school districts.
David Stern stated that he read the minutes of the last meeting and in one sentence it read that the savings realized from switching from Verizon to Cornerstone telephone system is $16,000 and in another place is said the savings is $1,600. Could the amount be changed to read correctly. The Town Clerk replied that she will change the $16,000 to $1,600 which is the correct amount.
Patti Southworth stated that traffic goes too fast on Devils Lane since there are people who ride their horses on that road. She asked if she donated signs showing people riding horses, could she put them on Devils Lane. Supervisor Callanan told Mrs. Southworth to work with Highway Superintendent Whalen and they could be put up.
The Stormwater Management Plan (proposed Local Law No. 9 of the year 2007) has been finalized, and a public hearing needs to be held.
07-100: A motion was made by Harold Townley and seconded by James Briaddy to set a public hearing on proposed Local Law No. 9 of the year 2007, Stormwater Management, for September 25, 2007 at 7:00 p.m. Roll Call: Ayes – all; Noes – none. Carried.
The Town has received a request from Patrick and Cristin Lentlie of Eastline Road to connect one parcel to the Clifton Park Water Authority.
07-101: A motion was made by James Briaddy and seconded by Robert Boice to authorize the connection of one parcel to the Clifton Park Water Authority System to service the property of Patrick and Cristin Lentlie located at 225 Eastline Road, parcel no. 239-2-10.112. Roll Call: Ayes – all; Noes – none. Carried.
The Town has had a request to accept the additional transmission line on Eastline Road and the distribution system in the first phase of Chapel Hill, once the as-built drawings and tie sheets are delivered. This paperwork has not been received, so this matter should be tabled.
07-102: A motion was made by Mary Beth Hynes and seconded by Harold Townley to table the matter to accept the additional transmission line and distribution system in the first phase of Chapel Hill. Roll Call: Ayes – all; Noes – none. Carried.
The Community Library Board of Trustees has two openings at this point. Both Kelly Stewart and Thomas Schottman are willing to serve for another term so their names have been presented for reappointment.
07-103: A motion was made by James Briaddy and seconded by Harold Townley to reappoint Kelly Stewart and Thomas Schottman to the Town of Ballston Community Library Board of Trustees for terms commencing July 1, 2007 and ending June 30, 2012. Roll Call: Ayes – all; Noes – none. Carried.
The Town Board has received paperwork for the proposed Stonebridge Planned Unit Development, which is proposed Local Law No. 10 for the year 2007. The next step is to hold a public hearing.
07-104: A motion was made by Mary Beth Hynes and seconded by James Briaddy to set a public hearing on proposed Local Law No. 10 of the year 2007, Stonebridge Planned Unit Development, for September 25, 2007 at 7:15 p.m. Roll Call: Ayes – all; Noes – none. Carried.
A motion to adjourn the meeting was made by Mary Beth Hynes and seconded by Harold Townley. Carried.
